Cooch Behar, 03rd February: North Bengal Development Minister Rabindranath Ghosh inaugurated the Uttar Banga Utsav at Cooch Behar on Wednesday.
Minister Binoy Krishna Barman, Cooch Behar District-in-council President Umakanta Barman, District Magistrate Pawan Kadian, and many others were present at the event.
Ghosh said that various cultural programmes would be organized during the two-day event.
